Analyzing policies related to sustainable forest management and forest certification, case study in Quang Tri provin

Abstract

Sustainable forest management (SFM) and forest certification (FC) have been
considered as one of main key address forestry sector in recent times, both in terms
of promulgating relevant policies and implementing models in practice. This study
was carried out in order to systematize policies related to SFM issued at the central
level and the implementation in Quang Tri province. The study used the policy
review method, combined with surveys and interviews with local forest managers
and forest owners. The results show that there are 13 documents and policies that
have been issued by state agencies at central level, including 2 Decisions and 1
Circular directing to SFM and FC. These policies have created the basis, legal
framework and orientation to promote the SFM&FC implementation such as the
forestry law 2017, regulations on building Vietnam forest certification scheme
which is recognized by international community, setting targets areas for FC and
financial support for FC granted. Implementing these policies, Quang Tri province
is also introduced many policies, supporting and promoting SFM in the province.
In 2020, there are 3 companies and 1 group of households in the province have FC
with a total area of 25,416 ha that need to be addressed such as: determining the
forest area to be issued FC based on wood industry needs, guideline to implement
FC supporting fee; suppporting to market promotion for wood with FC, etc. This
paper also proposes orientations to amend policies and support solutions to promote
the implementation of SFM&CF in near future
