DEVELOPING FOREST CARBON PROJECTS IN VIETNAM: OPPORTUNITIES, CHALLENGES AND STRATEGIC DIRECTIONS

This study examines opportunities, challenges and strategic directions for forest carbon projects in Vietnam under the national legal framework and TCVN 14682:2026. Policy, standards and secondary-data analysis was combined with case-study evidence collected during March–September 2024 from 12 organizations, four communities and two smallholder groups, involving 56 interviewees. Survey data describe management practices and do not assess compliance with regulations issued in 2026. Nearly 14.97 million ha of forests and advances in silviculture provide opportunities to consider five project groups under the standard examined: REDD+, A/R, IFM-N, IFM-P and AF. Major challenges concern land and forest eligibility, additionality, data quality, upfront finance, implementation capacity and benefit sharing. IFM-P projects involving partnerships with established sustainable forest management practices warrant priority feasibility assessment. REDD+ and IFM-N require screening for forest-loss risk, restoration responses and arrangements applicable to forests under all-people ownership. A/R and AF require identification of eligible land. Recommended directions include suitable organizational representation, initial finance, measurement systems and staged pilot implementation. The study does not quantify eligible areas or credits that could be issued.
