SITUATION AND SOLUTIONS FOR IMPLEMENTATION OF POLICIES SUPPORTING THE CONSERVATION, EXPLOSION AND DEVELOPMENT OF GENETIC RESOURCES IN QUANG NINH PROVINCE

Abstract

The study has systematized the legal regulations on conservation, exploitation and development of genetic resources in Quang Ninh province. Some important documents relate such as the Convention on Biological Diversity, the Nagoya Protocol, the Law on Biodiversity (2008, 2018), Decree 59/2017/ND-CP, and Decision No. 4618/QD-UBND of Quang Ninh province. The system of policy documents is relatively complete. However, the actual implementation of the policy still has some shortcomings and inadequacies and so far in Quang Ninh, there is no specific policy to support the conservation, exploitation and development of genetic resources. As of 2022, Quang Ninh province has not yet had a license to access genetic resources. Benefit sharing is also difficult when determining revenue is difficult to ensure accuracy and complicated. Capacity building and awareness raising activities on access to genetic resources have not been paid due attention, lack of capital to implement, so the management and conservation of genetic resources are not effective, leading to overexploitation, and the development of genetic resources has not been extended. The study has proposed a number of key solutions about improve the policy implementation system, capacity building, awareness raising, and coordination in conservation management, exploitation and development genetic resources in Quang Ninh province.
